From the Three Strikes Project at Stanford University:
The proposed regulations for implementing Prop 57 were recently released for public comment and we think they are problematic in three ways. The regulations exclude nonviolent three strikers from early parole consideration, despite being some of the lowest risk inmates; the exclusion of the SB 260/261 population from early parole consideration; and the lack of retroactive application for the newly programming credits.
We’ve been told that there is some possibility that there is some movement on these issues, particularly the third striker issue, if there is a large response during public comment. We are working with a coalition to try and get as many letters and emails in as possible, and I’ve drafted a sample letter (which is attached), as well as a cover letter that explains the issue and process more thoroughly. Please feel free to personalize or add to the letter, but this is definitely a situation where quantity is more important than quality.
Thank you for your support and hard work!
Attached are the allocations for each prison for using IWF funds. The IFC’s should be meeting with their Warden and the Inmate Advisory Councils to determine how to spend these funds.
